Can I Apply for BTO During MOP? HDB MOP Explained

If you currently own an HDB flat and are thinking about your next home, one common question is:

“Can I apply for a BTO while I am still serving my MOP?”

For most HDB owners, the answer is no.

Under HDB’s current rules, owners and core occupiers generally cannot apply for, or be listed in an HDB Flat Eligibility (HFE) letter to buy another HDB flat during the Minimum Occupation Period (MOP).

What Is the HDB MOP?

The MOP is the minimum period you must physically live in your HDB flat before you can take certain actions, including selling the flat or applying for another HDB flat.

For most unclassified and Standard flats, the MOP is 5 years.

For Plus and Prime flats, it is 10 years, while flats bought under the Fresh Start Housing Scheme have a 20-year MOP. DBSS flats generally have a 5-year MOP, while certain SERS flats follow separate rules. You can check the full breakdown in HDB’s latest MOP guidance.

The MOP starts from the legal completion of the flat purchase and excludes periods when you do not physically occupy the flat, such as when the whole flat is rented out with HDB’s approval.

Can I Apply for BTO During My MOP?

Generally, no. You must complete your current flat’s MOP before applying for another HDB flat.

There are two important rules behind this.

First, HDB states that core members of the household cannot apply for or be listed in an HFE letter to buy another HDB flat during the MOP.

Second, you need a valid HFE letter before submitting a BTO application.

This means you cannot normally apply early simply because the BTO project will only be completed after your current MOP ends.

Once your MOP has been fulfilled, you can apply for an HFE letter and participate in a BTO exercise, subject to the prevailing eligibility requirements.

What Happens If You Apply for BTO After Your MOP?

Completing your MOP does not automatically mean you must sell your current flat before submitting a BTO application.

If you successfully buy another HDB flat, HDB generally requires you to dispose of your existing HDB flat within 6 months from collecting the keys to the new flat.

If your new flat is a second subsidised flat, you may also need to pay a resale levy, depending on the housing subsidies you previously received. HDB explains the resale levy requirements here.

Your eligibility will still depend on factors such as household composition, citizenship, income and the type of flat you are applying for.

Can You Sell Your Flat Before the MOP?

Generally, no. You must complete the applicable MOP before selling your HDB flat on the open market.

HDB states that sellers can only proceed with a resale after meeting the MOP.

Before granting an Option to Purchase (OTP), sellers must also have a valid Intent to Sell registered for at least 7 days through the HDB Flat Portal.

Are There Exceptions Before the MOP Ends?

There is no general exemption simply because your housing plans have changed.

However, HDB may assess specific circumstances on a case-by-case basis.

For example, divorce, the death of an owner or changes in citizenship or Permanent Resident status can affect whether a flat may be retained or needs to be disposed of. HDB provides guidance for these major life events.

If your circumstances change before the MOP is completed, check with HDB before making housing commitments.

What Should You Do When Your MOP Is Almost Over?

If you are planning your next home, first confirm when your MOP ends through MyHDB Page → My Flat → Purchased Flat → Flat Details → Minimum Occupation Period.

If you intend to sell your existing flat after the MOP, it is also useful to understand what it may realistically be worth.

The Bottom Line

If your current HDB flat is still under MOP, you generally cannot apply for a BTO yet because you cannot obtain the HFE letter required for the application.

Once the MOP is completed, you can explore your next housing options, subject to HDB’s prevailing eligibility requirements.

The key timelines to remember are:

5 years for most unclassified and Standard flats

10 years for Plus and Prime flats

20 years for Fresh Start Housing Scheme flats

If you are approaching the end of your MOP, check the exact completion date before applying for an HFE letter, BTO flat or starting a resale.
