Singapore’s resale market cooled noticeably in September 2026, with transaction volumes falling across condos, HDB flats and landed homes. Pricing, however, moved differently across the three segments: condo and HDB average PSF held steady, while landed average PSF declined from August.
In this month’s Singapore Property Market Snapshot, we examine the latest resale volumes and pricing trends, the projects attracting the most transactions, and September’s highest-value deals.
Condo Resale Market
1. Condo Resale Volume and Price Trend

Chart: Condo Resale Volume and Average PSF, January–September 2026. Source: RealInsight
Condo resale volume fell from 1,222 transactions in August to 993 in September, representing a decline of approximately 18.7% month-on-month. This was the lowest monthly condo resale volume recorded between January and September 2026. Average resale pricing, however, remained unchanged at S$1,780 PSF.
The divergence between lower transaction activity and stable average PSF suggests that September’s slowdown did not translate into broad-based price weakness. Condo resale prices have remained relatively range-bound through much of 2026, even as transaction volumes fluctuated more noticeably from month to month.
2. Top 5 Most Popular Condo Resale Projects

Table: Top 5 Most Popular Condo Resale Projects in September 2026. Source: RealInsight
Parc Esta led condo resale activity in September with 10 transactions, recording an average transacted price of S$2,380 PSF. The Florence Residences and Treasure At Tampines followed with 9 transactions each, both averaging S$1,830 PSF.
Normanton Park and Stirling Residences completed the top five with 8 transactions apiece. Stirling Residences recorded the highest average PSF among the five at S$2,450, while The Florence Residences and Treasure At Tampines shared the lowest average at S$1,830 PSF.
Compared with August, the ranking saw a change at the top, although Treasure At Tampines and Normanton Park remained among the most active resale developments. September’s list also continued to span different locations and price points, suggesting that resale activity was not concentrated in a single part of the market.
Resale Breakdown by Unit Type at Parc Esta

2-bedroom units accounted for 6 of Parc Esta’s 10 resale transactions in September, making them the most actively traded unit type. These units transacted at an average price of approximately S$1.724 million, or S$2,370 PSF.
One-bedroom and 3-bedroom units recorded 2 transactions each. Three-bedroom homes achieved the highest average transacted price at around S$2.565 million and also the highest average PSF at S$2,630, while 1-bedroom units averaged approximately S$1.019 million and S$2,180 PSF.
The concentration of activity in 2-bedroom units suggests that mid-sized homes accounted for much of Parc Esta’s September resale demand, while the larger 3-bedroom units continued to command higher overall prices and PSF.
3. Top 5 Highest Condo Resale Prices

Table: Top 5 Highest-Value Condo Resale Transactions in September 2026. Source: RealInsight
September’s largest condo resale transaction was recorded at Sculptura Ardmore, where a 3,272 sq ft four-bedroom unit sold for S$20 million, equivalent to S$6,112 PSF.
It was followed by Seven Palms Sentosa Cove, where a 5,899 sq ft unit changed hands for S$16.048 million. A 2,756 sq ft three-bedroom apartment at Reignwood Hamilton Scotts sold for S$11.218 million, while penthouses at Sky@Eleven and Cluny Park Residence transacted for S$9.38 million and S$8.28 million respectively.
Large unit sizes and premium developments were common across all five transactions. Four of the five properties were freehold, while every unit exceeded 2,700 sq ft. Sculptura Ardmore also stood out for its exceptionally high S$6,112 PSF, well above the other transactions in the ranking.
HDB Resale Market
1. HDB Resale Volume and Price Trend

Chart: HDB Resale Volume and Average PSF, January–September 2026. Source: RealInsight
HDB resale activity fell sharply in September, with transaction volume declining from 2,788 in August to 2,015, a drop of approximately 27.7% month-on-month.
Despite the lower transaction count, average resale pricing remained unchanged at S$660 PSF. This was also S$10 PSF higher than July’s average of S$650 PSF.
The stability in average PSF despite the substantial drop in volume suggests that September’s slowdown was primarily reflected in transaction activity rather than prices. September’s volume was among the lowest monthly readings of 2026 so far, although it remained above February’s 1,813 transactions.
2. Top 5 Most Popular HDB Resale Projects

Table: Top 5 Most Popular HDB Resale Projects in September 2026. Source: RealInsight
Tampines Greenverge remained the most active HDB resale project, recording 36 transactions at an average of S$780 PSF.
Alkaff Oasis followed with 25 transactions at an average of S$1,080 PSF. Bedok South Horizon recorded 14 transactions at S$1,040 PSF, while Matilda Sundeck registered 13 transactions at S$680 PSF. Waterfront II @ Northshore rounded out the top five with 11 transactions averaging S$810 PSF.
Four of September’s five most active HDB developments also appeared among August’s leaders, pointing to continued transaction activity in the same group of newer projects. At the same time, average pricing varied widely, from S$680 PSF at Matilda Sundeck to S$1,080 PSF at Alkaff Oasis, reflecting the different locations and market positioning of these developments.
Resale Breakdown by Unit Type at Tampines Greenverge

A closer look at Tampines Greenverge shows that 4-room and 5-room flats accounted for most of its September resale activity. Four-room flats recorded 17 transactions at an average price of S$787,000, while 5-room flats followed closely with 16 transactions at a higher average of S$936,000. Three-room flats recorded 3 transactions, averaging S$640,000.
On a PSF basis, however, the smaller units commanded the highest rates. Three-room flats averaged S$860 PSF, compared with S$790 PSF for 4-room flats and S$770 PSF for 5-room flats. This shows that while larger flats achieved higher overall transaction prices, smaller units attracted a greater premium relative to their floor area.
The near-even split between 4-room and 5-room transactions also suggests that demand at Tampines Greenverge was spread across both mainstream family-sized flat types, helping the project maintain its position as September’s most actively transacted HDB development with 36 resale deals.
3. Top 5 Highest HDB Resale Prices

Table: Top 5 Highest-Value HDB Resale Transactions in September 2026. Source: RealInsight
September’s two highest HDB resale transactions both reached S$1.68 million. A 1,216 sq ft five-room flat at City Vue @ Henderson sold at S$1,381 PSF, while a 1,163 sq ft five-room flat at SkyOasis @ Dawson achieved S$1,445 PSF.
City View @ Boon Keng followed at S$1.64 million, while SkyResidence @ Dawson transacted at S$1.635 million. SkyTerrace @ Dawson completed the top five at S$1.6 million and recorded the highest PSF among the group at S$1,501 PSF.
Notably, all five transactions involved five-room flats. The Dawson area was particularly prominent, accounting for three of the five highest-priced HDB transactions. This concentration highlights the premium achieved by larger flats in centrally located and sought-after developments.
Landed Resale Market
1. Landed Resale Volume and Price Trend

Chart: Landed Resale Volume and Average PSF, January–September 2026. Source: RealInsight
Landed resale activity also weakened in September, with transaction volume falling from 175 in August to 136, a decline of approximately 22.3% month-on-month. This was the lowest monthly landed resale volume recorded from January to September 2026.
Average landed pricing also softened, declining from S$2,060 PSF in August to S$1,950 PSF in September, or approximately 5.3%.
Unlike the condo and HDB segments, where average PSF held steady despite lower transaction volumes, landed homes saw both measures fall in September. However, because landed transaction volumes are relatively small, monthly averages can be influenced more heavily by the specific mix of properties sold.
2. Top 5 Highest Landed Resale Prices

Table: Top 5 Highest-Value Landed Resale Transactions in September 2026. Source: RealInsight
September’s most expensive landed transaction was a detached house at Jalan Sampurna in District 10, which sold for S$31.3 million. The property had a land area of 14,982 sq ft and an estimated built-up area of 8,408 sq ft.
A detached house at Mountbatten Road in District 15 followed at S$26.5 million on 21,328 sq ft of land. Raffles Park recorded a S$24 million transaction, while another detached home at Jalan Sampurna changed hands for S$20 million. Frankel Estate completed the top five at S$19 million.
All five of September’s highest-value landed transactions involved detached houses, with land sizes ranging from approximately 8,800 sq ft to more than 21,000 sq ft. Jalan Sampurna appeared twice in the rankings, while the broad spread in PSF — from S$1,243 to S$2,272 — illustrates how land size, location and individual property characteristics can significantly affect landed pricing.
What September’s Resale Market Tells Us
September was characterised by a broad decline in transaction activity across all three resale segments. Condo volume fell 18.7% from August, HDB transactions dropped 27.7%, and landed volume decreased 22.3%.
Pricing was more resilient in the mass-market segments. Condo average PSF remained at S$1,780, while HDB held at S$660 PSF. Landed homes were the exception, with average PSF falling from S$2,060 to S$1,950.
Project-level data also showed that demand remained selective rather than disappearing entirely. Parc Esta emerged as September’s most active condo project, while Tampines Greenverge retained its lead in the HDB market. At the premium end, September still saw a S$20 million condo sale, S$1.68 million HDB transactions and a S$31.3 million landed deal.
Overall, September points to a resale market where activity slowed considerably, but pricing remained comparatively resilient in condos and HDBs. The landed segment showed a clearer month-on-month pullback in both volume and average PSF.
