NDR 2026: BTO Income Ceiling Raised to S$16,000 as More Singaporeans Gain Access to Public Housing

More Singaporeans will soon qualify for subsidised public housing, following several major housing changes announced during Prime Minister Lawrence Wong’s National Day Rally (NDR) on 23 August 2026. 

Among the key changes, the monthly household income ceiling for Build-To-Order (BTO) flats will increase from S$14,000 to S$16,000 for families, while the ceiling for singles will rise from S$7,000 to S$8,000. The income ceiling for executive condominiums (ECs) will also increase from S$16,000 to S$18,000

The changes come as household incomes have risen and Singaporeans increasingly marry later, meaning some couples may already be further along in their careers by the time they begin looking for their first home. 

Higher Income Ceiling for BTO and Resale Flat Buyers from August 2026

For HDB buyers, the revised income ceiling takes effect for those applying for an HDB Flat Eligibility (HFE) letter from 24 August 2026

This means families earning between S$14,000 and S$16,000 per month, who previously exceeded the BTO income ceiling, may now qualify to purchase a subsidised new flat, subject to the other prevailing eligibility requirements. 

Singles will similarly see their ceiling increase from S$7,000 to S$8,000. 

Importantly, the change is not limited to BTO buyers. The higher income ceiling will also apply to buyers purchasing an HDB resale flat with the CPF Housing Grant or Singles Grant. Eligible buyers within the new ceiling may also qualify for an HDB housing loan when purchasing either a new or resale flat. 

This could expand the pool of buyers considering the HDB resale market, particularly households that want greater choice in location, flat type or move-in timing compared with waiting for a new BTO flat.

What Housing Grants Are Available for HDB Resale Buyers?

The CPF Housing Grant remains an important source of support for eligible first-time resale buyers. 

First-timer families purchasing a two- to four-room resale flat can receive a CPF Housing Grant of up to S$80,000, while those purchasing a five-room or larger flat may receive up to S$50,000

For singles, the Singles Grant provides up to S$40,000 for a two- to four-room resale flat and up to S$25,000 for a five-room or larger flat. 

With the revised income ceiling, households that previously earned too much to qualify may now have access to these housing options, although the actual grants available will continue to depend on the applicable eligibility criteria. 

EC Income Ceiling Raised to S$18,000 

Executive condominium buyers will also see their household income ceiling increase from S$16,000 to S$18,000

Unlike the BTO changes, however, the new EC ceiling will apply to developments where the Government Land Sales tender closes from 24 August 2026 onwards. It will not apply retrospectively to remaining units in existing EC developments. 

The move gives higher-earning households within the so-called “sandwiched” segment another potential housing option between public and fully private housing. 

More BTO Ballot Chances for First-Timer Families With Children

NDR 2026 also introduced additional priority for first-time families who already have children or are expecting a child. 

Starting from the February 2027 BTO sales exercise, eligible first-timer families will receive one additional ballot chance for every child they have or are expecting when applying for BTO or Sale of Balance Flats. 

Currently, eligible families under the First-Timer (Parents and Married Couples) category receive three ballot chances. The new system effectively gives growing families greater priority when competing for new flats. 

For example, a qualifying family with one child would receive one additional chance, while a family with two children would receive two additional chances. There will be no cap on the additional chances awarded based on the number of children

The measure is intended to help families secure suitable homes sooner as their housing needs increase. 

November 2026 BTO Exercise Pushed Back

HDB’s next BTO sales exercise will also be held in November instead of October 2026, giving prospective buyers more time to reassess their housing plans following the new policies and obtain an HFE letter. 

Buyers intending to participate have been advised to submit their HFE applications by 25 September 2026. Around 7,960 flats are expected to be offered across Bedok, Geylang, Sembawang, Tengah, Toa Payoh and Yishun. 

What Could the Changes Mean for the HDB Market?

The higher income ceiling broadens access to subsidised housing at a time when household incomes have increased. In 2025, the median monthly household market income among resident households stood at S$12,446, compared with S$9,099 in 2020. 

The policy could therefore bring more households back within the eligibility range for public housing. 

It may also have implications for both the BTO and resale markets. Buyers newly eligible for BTO flats could choose to wait for a new home, while others may continue to favour resale flats for their shorter waiting times, established locations and wider selection of flat types. 

Property analysts expect the higher ceiling to increase demand for both new and resale public housing, although upcoming BTO supply and resale flats reaching their Minimum Occupation Period could help support overall housing supply. 

For buyers, the change ultimately creates a wider set of housing choices. Rather than focusing only on whether they qualify for a BTO flat, households can compare BTO waiting times, resale prices, available grants, location and financing requirements to determine which option best fits their circumstances.
